In1990s, urban poverty turned up in a large scale, compared to which the then SocialInsurance System was not so much effective. In order to guarantee impoverished urbanpopulation’s subsistence, the authority drew up the Subsistence Security System for UrbanResidents, in which the security standards is stipulated and plays the most important part.However, security standards is more than a figure, we should apply it into social life to checkits social benefits. Through this way and binding practice and theory together, can we tackleurban poverty better.This article binding practice and theory together is to study the social benefits of Changjicity’s Subsistence Security System for Urban Residents. Horizontally, it compares subsistencestandards with disposable income per capital, consumption expenditure per capital, foodconsumption per capital in each different year from2002to2012to observe its changingspeed. Vertically, it compares different low-income families, minimum assurance founds,subsistence standards in different years from2002-2012to observe variation span. Finally,Demand and Supply Model is used to figure out the rational minimum fund demand andsupply, whose corresponding figure is RMB380/month/capital and RMB364/month/capital.Through analyzing current Subsistence Security System in Changji city, it finds outexisting problems and causes and put forward helpful suggestions, in the hope of betteringpresent system and providing some idea to regarding research.
