The Construction Of Grand Interaction System On City And Social Comprehensive Management Under Administrative Law

With the deepening of our country's reform and opening to the outside world and the rapid development of urbanization, the city and social comprehensive management has faced many problems, which not only directly affect the quality of the city and the investment environment, but also affect the social management and the party's ruling position to some extent. Among them, multiple levels of management, decentralized administrative power, the lack of effective integration and utilization of social resources, etc, have become the bottleneck.In recent years, some districts and counties in Shanghai have worked hard to bring forth new managerial ideas, integrate the managerial resources and explore the grand interaction system on city and social comprehensive management. Such exploration and innovation are of great significance to improve the administrative management level. However, from the administrative law's point of view,they have also brought a series of problem.In order to understand in a better way about the specific practices and background of grand interaction system, the author called on and investigated various communities in Shanghai. Then, on the basis of the research, the author analyzed the reform thought by using the principle of administrative law and pointed out that the principle of prudence should be insisted due to the easiness of creating new legal problems resulting from the pretty good practical legal basis and easy cross-over of the boundary of the law. Finally, the author suggested that to better promote the construction of grand interaction system, the four aspects of"function change and strengthening management, organizational adjustment and legal authority, raising efficiency and inspire vitality, exerting the function of government and implement residents autonomy" be handled correctly; the designing of the system be in accordance with the laws; the legislation and modification of administrative laws and regulations be strengthened; the construction be correspondent to the process of the reform of the administrative system.This dissertation is divided into four parts: the first one is the preface; the second one introduces the related concepts and connotations of the grand interaction system; the third part gives the theoretical analysis on the principles of the grand interaction system by using administrative law; the last part puts forward the strategies and solutions.
