Research On The Status Quo, Problems And Countermeasures Of Comprehensive Administrative Law Enforcement In Urban Management

Holistic governance is based on meeting the needs of citizens,and reducing the waste of execution resources.Supported by functional integration,it emphasizes the cooperation and resource sharing between departments and regions.It is committed to the integration of governance levels,functions and other fragmentation issues,and constantly solves the problems of miscellaneous government departments,vague function definition and self governance,so as to make the overall efficiency and service level of the government will be improved.During the deliberation of the Shanghai Delegation in NPC in 2017,General Secretary Xi Jinping proposed that "city management should be as fine as embroidery".How to promote fine management of city is a difficult problem faced by every city manager.Urban fine management involves all aspects.Under the background of rapid economic development and urbanization process,comprehensive administrative law enforcement of urban management emerges as the times require,integrates some functions of other departments,and has the characteristics of clear subject of law enforcement and clear authority of law enforcement to a certain extent.The reform of comprehensive law enforcement of urban management is also an important embodiment of overall governance.However,under the background of lack of independent laws and regulations support,relatively vague identification of law enforcement personnel,low public participation rate,and no unified reform style,the management reform of large,medium and small cities in China has been carried out continuously,and there are also numerous problems exposed.There is still a lot of space for comprehensive administrative law enforcement of urban management to be improved and improved.In this paper,based on the overall governance as the benchmark,starting from the basic concepts of urban management and comprehensive administrative law enforcement,taking Zhongshan as the research object,this paper expounds the current situation of its reform,finds out the existing problems,analyzes the causes of the problems,and draws lessons from the experience of urban management at home and abroad,and puts forward reasonable suggestions for the reform of comprehensive administrative law enforcement of urban management based on the above-mentioned basis.
