Since reforming and opening, our country government by law construction has made great achievements, greatly promoted various administrative departments of administration according to law, of which the most obvious effect is one of the primary city management of administrative law enforcement work is continually refined and improved. We should be aware of, from "rule by man" to "rule of law" change process is tortuous, China is the largest developing country in the world and will be in socialism for a long time during the early stage of construction. Many factors caused our based city management of administrative law enforcement in basic level work will face a series of problems, such as the administrative law enforcement system construction is not perfect the administrative law enforcement authority is not clean the administrative enforcement procedures, the administrative law enforcement personnel quality is not high and so on. These problems not only legislation aspects of reasons, also the administrative system, and the lack of law enforcement supervision, limited conditions of backward, law enforcement environment and other external factors. These reasons restricting at the basic level of our country city management administrative law enforcement is carried out smoothly, which block the construction of socialist law and the harmonious socialist society. This article which combines with the job actual, analyses the Chinese lower management of administrative law enforcement work in the city. This will be of certain practical significance because of that it promotes the development of administrative law enforcement work healthy and orderly, and build clean-fingered and efficient government.
