It is no doubt that now the university graduates of looking for work who were born after 80th or 90th are the main examiner. "Civil service" phenomenon reflects the many social problems, gives us an coordinate of observing social status and assessing social problems.The number of China's civil service applicants and examiner increased year by year since 2001,the number of civil service applicants was 32904, the number surged to 62,268 in 2002 with an increase of 89%,after then, the proportion of annual growth is in excess of 30%, the growth in the number of candidates in 2005 compared to 2004 was more than doubled. "Beijing News" had taken the questionnaire survey on the cause of the civil service hot. Answering to the question of "Why do you choose to participate in the civil service exam",85.4% of investigators choose to "job stability",83.4% of people chose" good benefits", 56.4% of people chose "high social prestige, respected," and 37.1% of people choose "greater power".This is undoubted that the main force of civil service applicants is previous year's and this year's college graduates. Professor Zhang Weiying considers that competition between entrepreneurs and government officials is the same group of entrepreneurial skills. Between government officials and entrepreneurs, entrepreneurship choose the former, the behavior reflects the issues of China's power system based on position and the institutional development imperfect of power system based on property rights. And these issues and institutional inadequate provide the soil for rent-seeking behavior and corruption, resulting in a huge "rent dissipation" and the value of the loss.Some of China's National People's Congress are a concern on this phenomenon. Lin qiucheng considers that the intrinsic reason of the tilt to the industry with the concentration of public resources is the huge differences and imperfect in social security. Civil servants are taken into the government system, so they have a completer social security including pension, medical insurance, industrial injury insurance, maternity insurance, housing fund and various allowances, this social security build a solid security screen for the security of this profession. This phenomenon reflects the existence of imbalance and fracture. In fact, behind a variety of personal choices, people are not blind to others. Mr. Mao Yushi said "system is the environment to choose ", individual choice is the behavior that was born within a system. Choosing to engage in the profession is also a rational choice of gaining benefits or reducing the risk.In addition, people have the tilt among the different positions. In 2011, the hottest positions set a new record of 4961:1, of course, there are positions without anybody to care for. Through the analysis of these two positions, it is not difficult to see the difference between them, this phenomenon reflects the candidate's psychology. In the moment, the civil service applicants are so hot what is the not commensurate with civil service wages. Higher social status, characteristics of stability, a comprehensive social security system, and the expected bringed by rent of seeking the power are the real temptation.The article selects characteristics of the work and mentality of candidates to analyze what are the two faces of many causes that cause this social phenomenon. From the perspective of labor economics, the civil service profession will be placed in the labor market, on the one hand, the article analyzes the characteristics of the labor market in which the civil service are and summarizes the characteristics of the work, the other hand, it analyses the characteristics of the main candidates, then uses the hedonism to match them. Applying for civil servants is the rational choice of many graduates who are finding work. Paper first describes the background of topics, meaning and ideas of research topics, and describes the formation and development of the civil service examination, and the trends of examiner number. Second, it summarizes the relevant research and theory, then describes the status of China's civil service and its positive and negative social impact. Again, from the characteristics of civil service and preferences of candidates, it uses psychological hedonism to analysis this phenomena. Finally, paper makes a number of policies and proposals for the government and school.
