Research On The Government Function Of Yanling Country, Henen Province In The Development Of Flower Industry

As a green economy, low carbon economy, flower industry has shown a rapid development situation in the world. From the reform and opening up to now, under the county government's strong guidance and encouragement, Yanling's flower industry has made remarkable achievements, and created a substantial economic and ecological benefit, and now the flower industry has become a pillar industry of Yanling's economic development. With the economic system transformation, the government functions should undergo corresponding changes. In this new situation, in order to solve the new problems in the development of flower industry, Yanling county government should further perfect their functions in order to better promote the development of the local flower industry, enhance the strength of the county economy. Therefore, this research has important practical significance.In this thesis, the author selects the American scholar Michael E. Potter's diamond theory as the theoretical tool of the whole text, combined with the related knowledge of administrative management and industry economics, explores the local government functions in the local industry development. First of all, in the enlightenment of the theory tool, the author puts forward in YanLing country flower industry development, the government should implement policy guidance function, overall planning function, coordination function, guidance and service function, improve demand condition function and supervision function. And then, on the basis of the introduction of Yanling's flower industry development status, using the theoretical tool, after a thorough and detailed analysis of Yanling county government functions status in the development of flower industry, the author points out the existing problems of the local government functions. Finally, according to the enlightenment that the diamond brings to the government function, combined with the current government function conversion requirements and the actual needs of the flower industry development, the author puts forward the specific measures of YanLing country government functions in the development flower industry.
