Hamilton, a famous American statesman, once stated that accidents would occur in any shape of society, no matter how the society was composed of. Looking back to the long history of mankind, human beings have experienced too much suffering. While especially in modern times, more and more disasters are encountered here and there. Many people once agreed that crisis would only arise in capitalism countries, not socialism countries. However, with the progress of society, the truth that disasters can happen in any border is known to man again. The cases, such as the "SARS", "Wenchuan earthquake", "Lhasa vandalism affair", "Urumqi affair", "H1N1" and "Yushu earthquake in Qinghai" are the examples of crises between 2003 and 2010.It can be said that the history of mankind is the history of struggling against the crisis. On one hand, with the level of modernization improved, human beings gradually enjoy the achievements brought by the prosperity and civilization, and the ability to overcome crises is obviously enhanced; on the other hand, the impact and influence brought about by the crises are more strongly realized. What the crisis brought are not only the losses of material wealth, disorder, and social unrest, but also the causes of the demise of human life, health, psychological trauma, and the change of the thought. Due to the high rate of crisis and its huge destruction, government is aware of the importance of public crisis management for the development of economy and society, and the national strategies, which will be considered as a key governmental project. Researches in crisis and its management have mushroomed since the 2003 SARS, which is widely regarded as the symbol of public crisis management research in China.In the public crisis management, the mechanism subtly planed and organized by the government belongs to the "hard" management, which is prone to brittle and rigid elastic disorders in the process of implementation, reducing the efficiency of public crisis management. Ideological and political work, the important magic weapons of the Party in the revolution and construction period, as well as a lifeline in economic field and any other field, plays an active and particular role in public crisis management. It can not only supply "soft" management means for the governmental public crisis management, effectively improve the level of the government's public crisis management level, meanwhile, offer the public spiritual motivation and skills to deal with the crises, resolve the conflicts and create a harmonious society, but also can solve the current problems existing in urgent need. This paper starts from the relation between the public crisis management and ideological and political work, highlight the importance of ideological and political work; and then analysis the problems and causes of the ideological and political work in the public crisis management as well as some excellent cases in foreign government public crisis management; and finally try to construct the mechanism of ideological and political work in public crisis management, expand the crisis research field, and further enrich the theories of Chinese government crisis management.The basic structure of the thesis is as follows:The first chapter is the introduction, which mainly describes the research background, research significance and research method.The second chapter is about the analysis of the relation between the public crisis management and ideological and political work. Initially, this chapter states the connotation, the characteristics and the classification of public crisis, the current situation of public crisis in China, and the connotation of public crisis management. Secondly, it is about an analysis of the relation between the public crisis management and ideological and political work, the necessity and urgency of ideological and political work in public crisis management, and emphasize on the important significance of ideological and political work in the current public crisis management. Finally, it discusses about the corresponding principles of ideological and political work that should be obeyed in the public crisis management. The third chapter is about the problems and causes of ideological and political work in the public crisis management. This chapter first discusses the problems of ideological and political work in public crisis management. The specific problem is the lack of prevention and warning mechanism; information disclosure mechanism is not perfect; ideological and political work in the low identity when a crisis occurs; ideological and political work is formal after the crisis. Then in-depth analysis of the causes of the problems, including influence of traditional culture; low awareness of human values; Chinese people lack of a sense of crisis; crisis management system is imperfect; government crisis management has not been a reasonable legal protection.The fourth chapter is learns from the experience and construct a mechanism of ideological and political work in public crisis management. By analyzing the foreign governments'success cases about crisis management, this chapter aims at study the valuable point t from some different cases. Such as analysis and learn of their perfect prevention and warning mechanism from Japan's earthquake; by the United States "9·11" learns the perfect event for crisis coping mechanisms; by Chile miners rescue learns from its successful crisis reconstruction mechanism. On the basis of experience of other countries, the author attempts to build a public crisis management operation in the mechanism of ideological and political work. The mechanism of ideological and political work in public crisis management including public crisis of prevention and warning mechanism, coping mechanism, assessment mechanism and reconstruction mechanism.The last chapter is problems and prospects. The chapter builds a summary on ideological and political work in public crisis management and its mechanism, and it talks about the problems which are encountered in the road of the research work and prospective outlook.1. Because our country starts research late in public crisis management, so the research of the public crisis management does not systems or mature, lack of the relative information, while scholars of public crisis management and the relevance of ideological and political work of few studies, so limits the data of this article collection and reference.2. Due to various conditions, in research there are still some problems. For example the number of samples is not a lot, and the samples collect mainly in Dalian, analysis of the data may be some bias. At the same time, the survey also reflects some people do not really understand what is a public crisis or not clear what problem of public crisis management is, so the results of the questionnaire will inevitably be error. Therefore, the questionnaire method, statistical analysis methods in future studies to be continuously improved.This paper has collected a lot of data and based on referenced some exist knowledge of the research results, it is trying to achieve a breakthrough in the following areas:1. This paper use of questionnaire and case analysis method, the combination of two methods to obtain more convincing data and argument, accurate and true exposition of the author's point of view, greatly increase the credibility and influence in the article. The author obtains a lot of first-hand information through in-depth extensive research. While the author communicates with the general people and gains a large number of real ideas and opinions, theses ideas and opinions have a certain impact on the article.2. The sudden public crisis, complexity and greater proliferation of highly destructive determine long-term sustainability of research and multidisciplinary field of study. At present, China's research areas mainly relate to political science, sociology, psychology, management science, anthropology and other relevant disciplines, research branch of the system is more and correlation between the various disciplines are strong. But we know that from the perspective of ideological and political work of research is inadequate. This paper attempts to study the public crisis management from perspective of ideological and political work. Ideological and political work is indispensable; combination of both is possibility and necessity. The author detail analysis of the problems and causes of ideological and political work in public crisis management. The above study extends the field and perspective of crisis research, enriches the theory of our government crisis management. While base on experience of foreign government crisis management, the paper builds out mechanism of our ideological and political work in public crisis, to improve efficiency and effectiveness of government crisis management has some practical value.
