Research On Optimizing Procedure Of Public Crisis Management

In recent years, with economic development, interdependence of social systems increased, so the social risks as public crisis are emerging.In particular, China is in the transition stage of economic and political systems, Conflicts of interest are intensified and social conflicts are prominent. Public crisis has caused great harm on people's lives, socio-political and economic. This is the challenge that our government must respond to. Until now, there is no uniform definition and classification on public crisis in academic circles. This paper considers the clear concept and accurate classification of public crisis helps to its theoretical paradigm, to grasp the management of it from the strategic level, helps each country according to the crises in their stage of social development to formulate feasible action plan to reduce harm, enhance the ability of the crisis into opportunities. In this paper, through the analysis of "9.11" crisis and "SARS" crisis in the 4R model, analysis the importance and difficult in public management systems, and our lack in public crisis management. In the logos of 4R crisis management model, from the strategic integration point of view, combining the characteristics of our management system, I will provide with the optimization of public crisis management procedures in our country.This article is divided into four parts.The first part, summarizes several more generally accepted definition of public crisis in the current academic and to analyze their strengths and limitations, in this based on gives the definition in line with our country from the public administration.The second part, sums up the current several categories of public crisis, giving the classify method in use of social production factors as the vertical dimension and geographical factors as the horizontal dimension. According to the vertical dimension of social production, the public crisis can be divided into four categories, fitting geographical extent of horizontal dimension, by further subdivided into 12 categories. The purpose is to define the different types and characteristics of public crisis, and providing a basis for public crisis management.The third part, apply 4R crisis management model to major domestic and international crisis cases. Under the 4R crisis management model, to extract the experience and lack of comparison analysis from "9.11" crisis of USA and the SARS crisis of China . Through the analysis of typical public crisis management, referring to foreign fairly complete management system and philosophy, to improve our public crisis management capabilities.The fourth part, based on the case analysis, integration 4R crisis management philosophy, and combined with China's reality, to put forward the program optimization recommendations on public crisis management.
