With the development of our society and economic,the legal sense of our public is strengthening .The scope of notary office's strengthen vocational work and the quantity of notaries is increasing.But the credibility of notary office is suffering query because of the frequently arise of fault notary.The problem of fault notary is becoming challenge for the industry of notary and judicial strucure。The compensation of fault notary is the chief liability of notary civil liability .We should first understand what is the notary before we solve the problem of notary civil liability's undertake. The undertake of notary civil liability is the main assume of notary responsibility .The part one ,discusses the reason of draw up notary civil liability,and analyse the present situation of our country's notary civil liability.The part two ,we discuss the reasons about the notarial compensation liability's produce.The part three,We discuss the property of notary civil liability.The author thinks it belongs to the civil liability of professional .Because greffiers accord wite the general stipulate feature of proficient .The part four ,we discuss the structure of notary civil liability system. Analysize the principles,elements,scope,budener of notarical compensation liability ,and the allocation of the buden of proof in notarial compensation .The principle for the liability system is the presumption of fault .The principle of liability without fault or with fair are inadequacy ,and liability for fault is applied on notarial compensation liability in most countries .The author thinks the compensation about the injure of spirit should cleared and definited in notarial compensation liability.The part five,we discuss the legislation suggestions about how can we improve and perfect the notary civil liability system.
