As the process of urbanization of our country is speeding up in Twenty-one century, it has also brought a series of problems and difficulties of Urban Management, especially in some metropolis, such as some peddlers' occupying business, the polluted and disorderly urban environment and the food-safety crisis etc. They have largely influenced the good image of the city and become a big obstacle to positioning for a Cosmopolitan Capital. These problems are troubling the city managers especially the government of the metropolis. Such a special group, the emerges is good, as the government's law enforcement agencies, are in charge of managing some public affairs including occupying business, unlicensed constructions, overloaded vehicles and urban landscapilng and so on. The good original intention of this organization is to offer qualified public products to citizens through management, however, due to its obvious drawbacks, Which are involved in not having a specific legal to give it a clear administrative position, no national force of support and law enforcement etc.; and its developed stunting, which refer to the irregular personnel's quality, too large discretion and the uptight law enforcement. What's worse, some officers knowingly violate the law. Therefore, the group of the "Chengguan" is considered to have poor images and notorious fame. Also for this reason that the phenomenon of the violence enforcements and the violent confrontation against laws are not uncommon. Based on the phenomenon, this article analyzes the system reasons which contributed to this situation from both sides of the law and the group and seeks to a suitable way for the development of China's current situations of the city, combined with the domestic and international metropolis advanced urban management experience.In chapter one, the author has explained the background, significance and methods of the research and made a summary of the documents researched. It has studied the "Chengguan" system construction from the point of view of the city development.In chapter two, in the first place, the author has interpreted the conception of the "Urban-management" from the broad sense and narrow sense and defined what the article has been talking about is the narrow definition of the "Chengguan", which citizens called "patrolling supervisors (means the Urban-management)" in society. In the second place, this chapter took Chinese and foreign media's definition for references to define "patrolling supervisors". Besides, it explained the makeup of the personnel's. At last, the chapter not only described the background of the establishment and the origin of "patrolling supervisors" in our country but also discussed the explorations that our government has done. It has outlined some problems that the nowadays "Chengguan" system is not adapted to the social development in our country.In chapter three, the author has studied the present situation of the "Chengguan" from legal aspect and the group components aspect. The situation is mainly displayed by some aspects of the implicit legal status, too large discretion, low entry barriers, the poor supervision personnel quality and no unified work out. In the end of this chapter, the author analyzed some issued existing in the process of enforcing the law with the combination of the common phenomenon of "the violence enforcements" and "the violent confrontation against laws "in society.Chapter four is about foreign positive analysis. It has taken three international metropolises of New York, Paris and Hong Kong as examples to seek their development experience in practice which may accommodate the current city situation in our country.Chapter five points out the main research results, I based on the aforementioned advanced experience in China and abroad and combined with our present situation of the "Chengguan", the author has presented some suggestions on systemic reforms which accommodate to the practical experience of the Urban-management in our country. The author sincerely hopes this article could contribute to the exploration of the reforms on the "Chengguan" system in our country.
