Research On The Status Quo, Problems And Countermeasures Of Large Urban Management Reform In Yizheng City

Since the reform and opening up,the process of urban modernization in China has been accelerating,so that the urban management work covers a wider scope and puts forward higher requirements on management standards.With the continuous increase of urban management functions,urban management has become a hot topic in today’s society.While urban management and law enforcement work is a strong guarantee to maintain urban stability and efficiency,which has a direct impact on urban civilization and harmony,plays a positive role in improving urban management,and increases the credibility of the government.In recent years,with the reform and development of urban management develops to metropolitan management,the institutional reform of urban management plays an increasingly important role in the reform of administrative system in China,which is closely related to to the development of cities and harmonious life and interests of citizens.More and more cities pay attention to the development of economy and improve the urban environment.Urban comprehensive management department is an important department to improve the urban environment.Metropolitan management requires streamlining of institutions,unifying functions and overall linkage,which provides new ideas for urban management system reform.This paper takes the reform of metropolitan management in Yizheng City as an example,and specially discusses this issue.The whole paper is divided into six chapters.The first chapter is the introduction,which introduces the research background and significance,the status of the reform of metropolitan management at home and abroad,the research ideas and contents adopted in the paper,and the innovation of the paper.The second chapter is about the basic concepts and theoretical basis of urban management,which introduces the basic concepts of urban management,comprehensive law enforcement of urban management and metropolitan management,and expounds the theoretical basis on which urban management relies.The third chapter is about the development process of urban management in Yizheng and the present situation of its reform,which introduces the development process of Yizheng City’s urban management from zero,the concrete contents and measures of the reform,and the achievements after the reform.The fourth chapter is about the problems and causes of the reform of Yizheng metropolitan management,which expounds the problems such as the expansion of authority and unclear power and responsibility of law enforcement,the lack of guarantee mechanism for law enforcement,the poor service effect,and the causes of these problems,such as the imperfect system of laws and regulations,the lack of renewal of law enforcement methods and concepts,etc.The fifth chapter is about the experience of urban management in China,which introduces the successful experience of the management of large city management in Nanjing,Huaian and Longgang District of Shenzhen City.The last chapter is the countermeasures and suggestions for improving the reform of metropolitan management in Yizheng City,such as improving the construction of urban management laws and regulations,strengthening the team building,improving the linkage and coordination mechanism of urban management,guiding public participation and social autonomy,innovating the working mode,and establishing the law enforcement and guarantee mechanism of urban management,etc.
