Research On The Bureaucratic Operation Mechanism Of Chengguan

Previous studies have focused on the uniqueness of human value of bureaucracy in China,but have not explained how human value is embedded into bureaucratic governance at the micro mechanism and process level.By analyzing the bureaucratic operation process of chengguan in the process of rapid urbanization,this study constructs the theoretical framework of the value-embedded mechanism of bureaucratic governance,and explains how to the embed human value in bureaucratic governance of chengguan.This study takes the field survey as the data collection method,the case study as the data analysis method,and the grass-roots chengguan squadron as the analysis unit.Two urban areas in the process of rapid urbanization,Wuhan B District and A City in Jiangxi Province,were selected as the fields,and A number of grass-roots CHENGUAN cases in the two places were taken as the empirical materials.From the logical clues of "goal setting--task decomposition--information and incentive--behavior choice--mechanism optimization",to the concepts of task decomposition,information communication,agent incentive and constraint,attention distribution,dynamic game,etc.,Explain the operating logic behind the local governance experience and discourse,such as indicators,meetings,inspections,contract-style incentives,bureaucratic inspections,a needle through a thousand threads,and measurement;Summarize the general phenomena of the operation of chengguan departments in the process of rapid urbanization: value embedding;To construct a theoretical framework to explain how to the embed human value.As a stable bureaucratic organization,how can chengguan departments cope with the complex task structure and target combination in the process of rapid urbanization?The chengguan departments have adopted a value-embedded bureaucratic governance mechanism,which fully connects "matters" with "people",overcome the rigidity and delay of the bureaucratic system with the value of human subjectivity,and improve the adaptability of the organization to the changing environment.It decompresses the tasks of the bureaucracy layer by layer to each node responsible person through the number index;Through meetings to facilitate people's ideological work,fully realize interpersonal information communication and reach collective consensus in face to face situations;According to local conditions,incentives should be created and supervision should be transformed into a conventional bureaucratic mechanism to motivate and constrain the node responsible persons.Grass-roots responsible persons,on the other hand,skillfully distribute attention,strategically control the scale,balance the conflicts among multiple goals,logics and tasks in the changing environment,and achieve a dynamic balance between different interest groups and individuals,and between different organizational levels and street society.Through the implementation process of "index decomposition--meeting communication--incentive measures according to local conditions--bureaucratic supervision--grass-roots attention distribution and scale control strategy",the value of human subjectivity is dynamically embedded in the process of bureaucratic operation.
