Our society has paid attention to government's public trust in recent years. With the continuous development of economy system reform and social transformation pushed by economy system reform, the economy, politics, culture, society and even people's ideological concept have changed a lot, the conflict between the fact that government should but can not satisfy the public's expectation has been becoming more and more prominent, and the government's public trust has been questioned. Under such epoch background, how to improve government's public trust has become an important topic studying by researchers and paying attention by the whole society.This paper begins with a perspective of the development of flexible leadership to explore the countermeasures to develop flexible leadership to improve government's public trust.There are four chapters in this paper. Chapter one is the introduction of theory, which mainly introduces the current situation and the problems of research at home and abroad on flexible leadership and government's public trust; Then it analyses the difficulties, innovations of this research as well as theoretical and practical significance to improve government's public trust based on the perspective of the development of flexible leadership. Chapter two is an in-depth analysis of the development of flexible leadership, which is a new perspective to improve government's public trust. It expatiates on the basic issues including the connotation, essence, content and approaches of the development of flexible leadership. This chapter gives us a clear comprehension that it is a special perspective to improve government's public trust based on the perspective of the development of flexible leadership. Chapter three begins with the dialectical relations between development of flexible leadership and improvement of government's public trust, and then hackles the logical relations that to improve government's public trust by developing flexible leadership. Chapter four analyses that one of the reasons why the government's public trust is low is that the government did not exert the great functions of flexible leadership, then it puts forward several countermeasures to improve government's public trust by developing flexible leadership.Based on the researches at home and abroad, this paper makes an effort to combine the theoretical exploration with practice according to the author's research. The innovation point in this research lies in that it combines the improvement of government's public trust with theories about the development of flexible leadership, by which it pays attention to the hot issue as well as focuses on the new theory-development of flexible leadership.At present, there are few researches on the development of flexible leadership, and the researches on how to improve government's public trust based on the perspective of the development of flexible leadership are quite scarce. So, one of the difficulties in writing this paper is that there are few data for reference, It is an attempt to combine the theoretical research of flexible leadership with practical research of improvement of government's public trust with a desire that it could bring much better ideas.
