Due to various reasons, China does not have a long-term and solid basis for the implementation of constitutional government. The completion of the constitutional order must be supported by a corresponding constitutional culture. To strengthen the construction of China's Constitution, China must base on its reality and selectively borrow the constitutional cultural essence from the cultural resources of Western countries to nourish and prompt China's constitutional development. The study starts from the concept analysis of culture, constitutional culture and Modernization. Then focusing on the three processes of forming, developing and modernizating constitutional culture, the author puts forward several criteria for measuring the modernization of constitutional culture. By the analysis of China's reality, the author finally points out the prerequisites for and the ways to the realization of the modernization of China's constitutional culture.
