As a latter-modernized country, the brightest characteristic of the Japanese modernization isthat the government plays a leading role in the modernization process. However, thegovernment's behavior and value orientation influence the administrative culture in a greatdegree. The administrative culture, as the administrative system and the in-depth structure of theadministrative action, mainly through the function to the administrative bureaucrat's concreteadministrative action reflected in the administrative leadership decision-making as well as theadministrative personnel's concrete execution stratification plane, then finally affects the Japanesemodernization historic process directly. Therefore, in a sense, the accomplishment of theJapanese modemization is decided by the reforming of the administrative culture.How does the Japanese administrative culture reform? How does the interaction between theJapanese administrative culture and the Japanese modernization? The thesis attempts to knowand to understand the successful inner reasons of the Japanese modernization from the Japaneseadministrative culture angle of view. Then the paper elaborates the historical vicissitude, themain characteristic as well as the development tendency of the Japanese administrative culture inmodernization process in detail. Finally, it promulgates the distinctive law of development of theJapanese administrative culture's reforming from the tradition to the modern reformingdistinctive quality law of development.The thesis thinks that, taking the Second World War as the threshold, the Japanesemodernization advancement divides into two stages which contain the prewar preliminarydevelopment and postwar basically accomplishment. In the different stage, the Japaneseadministrative culture manifests the different characteristics. In prewar stage, from the JapaneseMeiji Restoration time to World Warâ…¡, the Japanese modernization is still in a beginning stage.But as a result of the influence by the traditional administrative culture in the feudal society for along time, the Japanese administrative culture, which belongs to the important constituent of thepolitical overtop structure, has not transformed. The comparatively strong feudal despotic colorcauses the imbalance between the political and the economical development in Japanesemodernization process, which made the Japanese militarism in vogue and the Fascist dictatorship, and thus erupted the Second World War and enormously hindered the Japanese modernization process. After World Warâ…¡, that is in the postwar stage, under the together function between theexternal force impetus of the US authority in Japanese democratized reform and the surge ofthe domestic democratized tidal tendency, Japanese traditional despotic administration culturestarts gradually to the reform of the modern democracy, and fuses with the Japanese traditionaladministrative culture such as the outstanding person principle and the authoritative principle, which finally forms the Japanese unique bureaucrat-leading administrative pattern. This kind ofunique pattern adapts to the Japanese realistic need at that time, and enormously impels theJapanese economy modernization process, which causes Japan to achieve the economicalmodernization goal basically in the middle 1970s. After that, the development of the globaleconomic integration tendency and western mainstream culture influence also bring the newchallenge to the Japanese administrative culture reforming. All sorts of factors mixed causes themultiplex fusion characteristic of Japanese administrative culture. The modern administrativeculture faces the challenge and the test unceasing and simultaneously. The Japanese traditionaladministrative culture conflicts and fuses continuously with the modern one. As a differentculture and main attached-culture in Japan, the western modern administrative culture, alsogrows together with the Japanese administrative culture.
