Study On The Quality Of The Current National People's Congress Deputies

People's congress system is the fundamental way to realize the right ofbeing master for Chinese. The deputy to the National People's Congress(NPC), as the members of supreme state power organ of representative, carrythe people's instruction and hope. Their quality effect the effective of people'scongress and have influence on whether the people's interests and politicaldemands in new period can come true or not.As the number of opportunitiesbrought by the political multi-polarization, economic globalization andtechnological diversification increasing, the people's congress system hasmade remarkable achievements during the past50years of reform anddevelopment process, and the quality of the NPC has also increased. However,with the coexistence of challenges and opportunities, the development andprogress of China's democratic politics make people pay more concern ontheir political rights. People's enthusiasm of participation in political continuesto heat up, put forward higher requirements on the quality of the NPC deputies.There is a gap between the current (eleventh) quality of NPC and the people'sexpectations which is under the new situation. This paper treats the Eleventh NPC as the study object. Starting from therelevant laws and regulations, I define the meaning of the NPC and itsconstituent elements and point out the importance of improving the quality ofthe deputy of NPC; By the way of empirical research,I collect some basicinformation of2987deputies of NPC(gender, age, political affiliation,nationality, education, profession, social position, whether the nationalPeople's Congress held previous positions and so on).The statistic data showthe current situation of representatives' quality. After making the comparisonwith the previous, I find out the achievements during the process of deputies'quality construction and point out the problems existing under the newenvironment as well and then analyze the reasons of them. Given theexperience of representative construction from abroad, based on China'snational conditions and combined with some relative knowledge includingMarxist theory, human resources management theory, expectancy theory,structure and function theory, hierarchy of needs theory, I consider how toimprove the quality of the current NPC from multiple perspectives and inthis way to make some effort to speed the development of democraticpolitical.
