Promote The Development Of Shanxi Coal Industry Cycle Legal Issues

As a province rich in coal resources, Shanxi enjoys the leading geographical advantages to developthe industry featuring the coals. However, due to the weaknesses of the industry such as highpollution and huge energy consumption, the environmental issues in the cities have become a socialconcern. The current situation in the energy industry makes it difficult to change the structure ofenergy consumption in a short term. To solve the contradiction between environmental protectionand the economic development in the industry has been an urgent problem. The development ofcircular economy of the coal industry is the most effective way to coordinate the relationshipbetween environmental protection and the economic development. As Shanxi has been a pilotprovince to develop the circular economy, the circular economy of the coal industry has achievedremarkable results. Correspondingly, the legal and policy system is also improving. The CircularEconomy Promotion Law in2009which aims to promote the recycling economy has provided thelegal protection for the development of the recycling economy. However, the present legal andpolicy system concerning circular economy of the coal industry are still not perfect. The lag of thelegal and policy system has blocked the development of circular economy of the coal industry. Therapid and sound development of the circular economy cannot go without the complete laws andpolicies as the necessary support and guarantee. Therefore, the establishment of a sound economicand legal system for the economy has become an important issue in the development of circulareconomy of the coal industry in Shanxi.This thesis first analyzes the relevant laws concerning the circular economy both home andabroad to draw some lessons for the province. Moreover, it examines the laws for the circulareconomy of the coal industry in Shanxi. Lastly, the thesis proposes the improvement of the laws andpolicies to better the circular economy of the coal industry.This thesis consists of introduction, body and conclusion. The body can be divided into five partswhich are:Part I: Definition of the meaning of the circular economy and the circular economy in coalindustry by using the relevant theories.Part II: The economic and legal policy analysis of the circular economy in coal industry bothhome and abroad to draw lessons for the province. PartⅢ: The analysis of the status quo of the development of the circular economy in the coalindustry in Shanxi.Part IV: The examination of the current laws and the legal problems concerning the circulareconomy in the coal industry in Shanxi. The current problems include the incomplete legal system;the inefficiency of the environment supervision and the weak legal awareness of the circulareconomy.Part V: This section is the highlight of the whole thesis. To resolve the legal problems in thecircular development of the coal industry, it offers the improvement of the laws based on thesuccessful experience abroad.
