Heilongjiang province is the leading resource-type province in our country, as one of earliest national developed and constructed industrial bases. Coal is one of most abundant energy resources. Since PRC was developed, Substantial amount of financial, material, labor resources have solved the energy deficiency problems, forming many coal resources-type cites all over the country. The four national-owned bureaus of Jixi,Hegang, Shuangyashan, Qitaihe are all super-large scale enterprises of our national coal industry, which are all of typical coal-resource type cities. With the time going and resources exhausting, resource-type cities are all faced with the dilemma of depression and transition. The four cites based on coal resources almost come into the later stage of resource development. Because of lack of competitive industry system and investment environment, these cites generally develop slowly and face relative depression dilemma. These industrial bases are in urgent need of transition, and development of determining their territorial advantageous industry and major-leading industry, to insure the economic growth and people's wealth of our province, making our national economy development in harmony. The paper employs regional economics, industry economic and system engineering methods to analyze the regional advantages of our province. Coal resource-type industrial base determines its leading industry and proposes the counter-measures to provide the decisive reference, for province Economy, and scientific data for determination of subsequent industry and leading industry for various resource-type industrial bases of our province.
