| In recent years, emergency incidents occur frequently at home and abroad, it has serious dangers. China is in a period of strategic opportunities and has many social problems, our country put forward goals on the scientific development concept and building a harmonious society. Emergency management funds which government put into is increasing year by year, the national finance as the main source of emergency funds is undertaken great burden. Emergency funds is throughout the entire process of emergency management, it is important guarantee of emergency management. Establishing a perfect funding emergency management mechanism and make good use of a variety of emergency funds can maximize the prevention and reduction of unexpected events and the resulting damage, protect life and property safety of the public, and safeguard social stability and harmony.Funds is the main object of the emergency management. From the perspective of emergency funds, this paper divided into five chapters to analyse the entire operation system of the emergency management system, and give full play to the funds in emergency prevention,the role of the disposal and reconstruction phase. In the first chapter, it tells something about the background significance and the current situation at present..In the chapter two, it is a theoretical basis of the paper. The third and forth chapter analysis of the emergency funds in the issue of raising,allocation, use and performance management and its correction measures. It discusses the funds problem in this four steps. Then this paper separately proposed feasible suggestions in the establishment of emergency funds raising mechanism,emergency funding allocation mechanism,emergency funding using mechanism and evaluation mechanism. The last chapter is a conclusion. From this study, we wish to explore a well-established emergency management system of funds in emergency incidents, and improve the government ability to responding the emergencies. |
