Since1883,the social security system has been considerablely developed.It played a key role in alleviating labour and capital conflict and reducing social contradictions.Therefore,it also known as the social satety net and the shock absorber. The estalishment and development of our social security system is formed in the continuous exploration and practice,it relates to people's livelihood,but the long-term peace and order.The importance of social security led the government officials and experts to study on its effectiveness,the performance and the results.The social security performance evaluation is an effective response to this request.Throughout our budget which was spent on social security has been increased year by year,it reflects the concern of our government on the people's livelihood,and it also reflects the urgency of social security fund for maintenance and appreciation of values.However,illegal operation of the capital,capital takes up and business bribery have become common occurrence in real life,so social security needs to evaluate performance and achieves maximum benefit,even it has a lot difficulty.Performance evaluation of social protection is the application on substantive issues,it involves square respect area and multi-intersets.Western countries are far ahead of our social security performance evaluation process,and qualitative research is more,quantitative analysis is less.It is an open question on how to structure social securtiy performance evaluation index system,which leaves a lot of blank.Based on government performance evaluation this paper makes an academic discussion about our social security.This paper is divided into five parts,the first one has described the introduction,research background,significance,research content and ideas.Starting from the theoretical basis of social security performance assessment,the secend part described the literature on social security performance evaluation,the role of social security and the main mode of some countries.The third part which is based on Chinese and foreign scholars,summarized the main body of the performanc evaluation of social security and built the performance evaluation index system.Buliding a scientific and reasonable performance evaluation index system is the difficulty of performance evaluation.The fourth part of the analysis has collated statistical data and substituted into the formula,for instance,Jinan City,Shandong Provinec.The development status of social security and social insurance,social assistance,social welfare and special care of Jinan City,while by the method of qualitative analysis to describe the development trends and problems input forward suggestions for improvement.The fifth part is the full text generalizes.The value orientaition is based on the fair,and the aim of social security design is fairness and welfare need.Not only provide the basic material security and also become a modern economic system of internal factors.Performance evaluation of social security is a gradual process,but also a continuous detection of problem-solving process,and need more attention.
