Thehousehold contract management has made the using of cultivated land finelybroken and dispersive,which has limited the development of the farming productive forces and farmer's agricultural income.The property performance of cultivated land is restricted, because cultivated land excessivelyundertakes social security function and the right to contract for management of land is weak. On theother hand, the small using pattern of cultivated land has limited farmer's develop power and thedevelopment opportunities. There are massive surplus productive forces urgently needing to beliberated. To solve those problems, the circulation of cultivated land are request inevitably andultimately.
