Research On The Local People's Congress Debate System

The national people's Congress is the Chinese distinctive parliament, meanwhile, the institution of people's Congress is a fundamental political system in China. But the current NPC institution has many disadvantages, which led to the conference of NPC and the standing committee be in an abnormal condition of no argument and unless speech. This kind of abnormal condition makes it can not give play the function, which is endowed by the constitution and the law. One of the important reasons is because we didn't set up the institution of NPC debate. Studying and drawing lessons from the Western parliamentary debate system improves and perfects NPC rules of debate in our country, its significance lies in making our deputies and committee members understand and be good at delegating people really to exercise the right which is endowed by the constitution and the law through scientific and democratic procedure system, not only can listen to the report, support heartily, raise both hands in approval all kinds of reports and motions. But from our existing system, it is practicable to take the lead in establishing procedural and normative debate system in the regional NPC. This article attempts to explore what congress debate system is, analysises and expounds the local people's Congress debate system defect and reasons, ponders and introduces parliamentary debate system in western countries. On this basis, it will divide the NPC debate into legislative debates and non legislative debates simply to discuss, thus drawing the outline of the local people's Congress debate system roughly. Certainly, the establishment of the debate system and its successful operation will be taken a heavy burden and embarked on a long road.
