The Research On Harmonious Society Index System Of Shanghai City

The 17th National Congress has reaffirmed the importance of carrying out the scientific concept of development, the great meaning of constructing socialist harmonious society, and put forward the struggle target on wholly building of affluent society by 2020. Constructing socialist harmonious society is one of the significant tasks which are brought forwards by our party from the overall situation that we shall construct a wealthy society and establish a new socialism cause with Chinese characteristics. Quantitative research of harmonious society and establishing an index system to evaluate harmonious society has become a major subject at present.Based on the existing research experience and special analysis for Shanghai city, the paper took harmonious society index system theory as the basic theory and, according to the definition of harmonious society, constructed a set of harmonious society index system of Shanghai. The index system includes 50 indicators, covering political harmony, economy harmony, cultural harmony, surrounding harmony and external harmony these five aspects.We collected original data for these indexes from public statistics during year 2000 to 2007, and surveys. Furthermore, we set the reference value and grading standard. Through evaluating the level of Shanghai's constructing harmonious society, we found Shanghai generally in the middle level of harmony. Among this the degree of political harmony is lowest, and the degree of external harmony is highest. Meanwhile we analyzed in detail the lower degree indexes and proposed the suggestions for these weaknesses accordingly: innovating governmental management system, emphasizing the harmonious development of economy with society environment, cultivating harmonious culture, advocating establish ecological city, and establishing harmonious external surroundings.
