The Research On The Assistance For Poor Students In Western Colleges

With the increased college enrollment and the gradually-expanded-scale of poor students from the western region, public attention has been being caught by this poor group's various problems resulted from family financial difficulties such as excessive stress of life and study and a series of psychological barriers. On the base of the diverse assistance system of "award, loan, assistance, compensation and exemption", some problems of the poor college students in Western can actually be resolved and the poor students can successfully complete their studies in college. However, due to the imperfect assistance system, problems increasingly become more and more prominent in the process of the implementation of the assistance policy in western colleges, leading to a negative impact on policy's effective implementation and finally affecting the stability of the society. Therefore, the research on the assistance policy for the poor students in western college and on the establishment of assistance policy suitable for the poor students in western college is of great significance.Taking Southwest Jiaotong University for example, the author aims to make a research on the existing problems of assistance system for poor college students in western region and the ways to establish perfect assistance system for poor college students, the author first presents the research background, significance, research methods as well as the research status of assistance system for poor college students, and then comes to the research contents of the paper hereby. Assistance for poor students mainly involves the theory of social assistance, the hierarchy theory, the equilibrium theory of fairness and efficiency, and the anti-poverty theory, which are the theoretical base of assistance for poor college students. On the base of the research on poor students in Southwest Jiaotong University, the author elaborates on current assistance status of poor students in western college, and then points out the existing problems of assistance system for poor college students as fallowings, ability defects of the poor students themselves, inadequate supply of government funds, some problems during the implementation of the college policy, and inadequate support from the society. Through the comparison with the assistance system for poor college students in Japan, the United States, Western Europe and other countries, the author gets the inspirations of the ways to improve our assistance system and then probes into the methods to improve the assistance system for poor students in western college from the four aspects of the college, the government, the society and the students themselves, establishing a perfect and all-round assistance system for poor students in western college.
