Research On Implementation Of Environmental Policy Of The International Olympic Committee

With the development of social material civilization, the environmental issues have been becoming the focus of attention of the public. In recent decades the conflicts between environment and the Olympic Games reflects more clearly with the increasing scale of the Olympic Games. International Olympic Committee as the leader of the Olympic Movement has formulated a series of environmental policy to resolve the conflicts. The effective implementation of environmental policy should not only affect the level of environment of the host city but also impact the sustainable development of the Olympic Movement.So far, the research on the environmental policy of the International Olympic Committee is limited to the stage of policy interpretation. In this study, the author chose the IOC environmental policy as a core, used the policy implementation theory though literary analysis, expert interviews, case analysis and logical analysis, summarized the implementation of environmental policy in the sessions of the Olympic host city, analyzed the characteristics and influencing factors of the implementation process, provided better response for future implementation activities.The author divided the evolution stages of the implementation of policies of the International Olympic Committee and analyzed the characteristics of environmental policies and impact factors in various stages of implementation of the International Olympic Committee. The following conclusions: embryonic stage (1972-1990): International Olympic Committee did not develop a clear environmental policy, however the host city implemented a voluntary environmental program prompting IOC to focus on environmental issues. The objectives of environmental plans and measures of Olympic host city targeted clearly, means are flexible, and they had a broad impact. Emphasis on the environmental issues of IOC and national governments and the amount of resources to solve the problems impacts the effective implementation of environmental policiesGradually strengthening phase (1996-present) The Olympic host city's environmental protection programs and measures were more complete, the implementation were mandatory, and achieved remarkable results. Due to the emphasis on the environmental issues of IOC and national governments and the amount of resources of national governments and a good social environment.Through the analysis, the author put forward the following recommendations: the contents of environmental policy of IOC are not specific, so its operation needs to be strengthened; to promote the results of environmental programs and measures of host cities to provide a reference and example for other countries and cities; IOC should establish a sound environmental education program to raise people's especially the youth's environmental awareness, this is an effective means of sustainable development.
