Based Private Education Support And Working Mechanism Of Policy Tools Perspective

Policy tools are regarded as mechanism, measures, technology and methods adopted to achieve certain policy objectives. With the introduction of the policy tool theory to China, it has been practically applied in many public administration and policy areas such as science and technology, medical treatment and smoking prohibition in public, etc. Furthermore, the application research and practice of policy tools in both public private education have already started.On the basis of changes to national level private education policy since the Reform and Opening up and analyses of private education legislation since the enactment of The Law of Private Education Promotion, this article, from both vertical and horizontal angle, analyzes policy tools practice on the national level, evaluates policy tools implementation on local level through individual cases, then draws these features as lower level of mandatory practice, richer and more creative application of combined tools, and further comes to the factors that influence successful policy tools implementation:the policy tools shall be applied to match the objectives, target groups, government handling capability, policy environment and the evaluation mechanisms.Government officials, private school managers, or scholars in private education all think that there are many bottleneck problems in private education policy. The occurrence of these problems, most fundamentally, lies in non-effective implementation of government support policies. This conclusion has been proved in the survey of private schools and institutions in Shanghai. They are not satisfied with the overall implementation and supporting efforts of current government supportive policies.As for this, the article puts forward suggestions to the design, selection and implementation of the supportive tools in private education policy. They are:to objectively analyze problems of private education development and of implementation in policy tools practice in the first phase; to clarify the short-term, medium-term and long-term goals for the policy tools to solve; to ask for advice and suggestions from government offices, private schools and those who receive private education so as to arrive at an agreement; realize the alterability of policy tools in case beyond expectancy; to follow the rule of equality, efficiency, political feasibility, flexibility and controllability so as to select the supportive policy tools; to focus on supports of environment, process, assessment in policy tools implementation and establish correcting mechanisms.
