Since the reform and opening up,the demand for talents has increased due to the development of the country's society and economy,and the improvement of people's quality of life has stimulated the people's strong desire for higher education.China has begun to allow social forces to conduct education,and private higher education has gradually begun to show a healthy and sustainable development trend.It can be said that the emergence and development of private higher education cannot be separated from the support of the national education policy.The specific landmark policy documents mainly include the “Provisional Regulations on the Running of Schools for Social Forces” in 1987,which explicitly stipulates that social forces are a supplement to the state-run schools.The more landmark policy was the promulgation of the “Private Education Promotion Law” in 2002,which gave the legal status of private higher education,provided a basis for the formulation of relevant policies,and also provided a powerful impetus for the development of private colleges and universities.On November 7,2016,the Standing Committee of the National People's Congress reviewed and approved the newly revised Private Education Promotion Law,which opened a new stage of policy guidance for private higher education.In the same year,the State Council issued the “Several Opinions of the State Council on Encouraging Social Forces to Establish Education to Promote the Healthy Development of Private Education”.The Ministry of Education also issued the“Detailed Rules for the Implementation of the Classification and Registration of Private Schools” and the “Detailed Rules for the Supervision and Administration of Profitable Private Schools”,which is promoting the development of private higher education.Therefore,the development of our private higher education is related to many factors,but one of the factors that cannot be ignored is the promotion of government policies.As a result,the increase of educational policy resources,the improvement of educational policy quality and policy performance have made important contributions to the development of private colleges and universities.Based on the existing research,this study elaborates the development process and characteristics of private higher education by combing the private highereducation policy since the reform and opening up.At the same time,using the method of text measurement,a two-dimensional analysis framework of policy tools and policy objectives of private higher education is established.In addition,this study draws on William N.Dunn's policy performance evaluation criteria and the actual content of private higher education policy,and designs a questionnaire for the evaluation of private higher education policy performance.Then,based on the policy formulation-policy implementation-policy assessment,a theoretical model including the relationship between policy quality,policy resources,policy execution and policy performance was constructed.Using the empirical method of structural equations,the relationship between the variables in the model is explored,and the research hypothesis proposed in this paper is verified.In the end,the study came to the following conclusions:(1)By establishing a two-dimensional policy analysis framework to quantify the private higher education policies,we know that the goals of private higher education policies are mostly inclined to improve the internal management of private colleges and universities,increase education funds,promote educational fairness,improve the abilities of teachers and the quality of education.(2)The performance level of private higher education policies is generally at a medium level,so private higher education policies need to work hard to ensure policy effectiveness,policy fairness,and policy responsiveness.(3)Finally,the results of structural equation modeling show that the improvement of the quality of private higher education policy can help to improve policy performance.(4)The role of private higher education policy resources in improving policy performance is not obvious.(5)The enhancement of the enforcement power of private higher education policies can improve the performance level of policies to a certain extent.At the same time,the implementation of private higher education policy plays a mediating role in the impact of policy quality and policy resources on policy performance.Therefore,it is necessary to strengthen the implementation of private higher education policy.
