| In recent years,the increase of some cities’ economies in China has slowed down,with the population loss being serious,which leads to the phenomenon of city shrinking.In order to promote the transformation of shrinking cities,we need a variety of resources among which talent resources can not be ignored,and whether resources can play the greatest role depends on the implementation effect of talent policy.Therefore,talent policy has a significant effect on the transformation of shrinking cities.H City is located in the central and eastern region of China and it has issued a series of policies to introduce and cultivate talents so as to cope with city shrinking.However,the policy has failed to achieve the expected effect of policy implementation.There is a dilemma of local brain drain and the introduction of talents.This paper sorts out talent policy issued by H City from 2010 to 2019 and constructs the analysis framework of the research through the theory of policy tools.On the one hand,it uses Rothwell Roy and Walter Zegveld’ classification method of policy tools,including supply-type policy tools,circumstantial-type policy tools and demand-type policy tools.On the other hand,it makes a quantitative analysis of the talent policy text of H City in combination with the levels of talent policy,containing macro,meso and micro levels.This paper clarifies the advantages and disadvantages of the talent policy of shrinking cities,and then provides effective ideas for its disadvantages.According to the analysis results,this paper summarizes the existing problems and reasons of talent policy in shrinking cities,and puts forward countermeasures and suggestions for improvement by learning from the experience of talent policy in shrinking cities at home and abroad.The paper is divided into five chapters.In the first chapter,the paper introduces the background of shrinking cities and talent policy,summarizes the relevant research at home and abroad,and expounds the research ideas and methods.In the second chapter,the paper defines the concept of shrinking cities and talent policy,and elaborates the relevant theories,which lays a solid theoretical foundation for the follow-up research on the talent policy of shrinking city.In the third chapter,the paper uses policy tools to carry on the statistical analysis of H City’s talent policy and concludes the problems of H City’s talent policy.In the fourth chapter,the paper analyzes the causes of the problems of shrinking cities,summarizes the experience of shrinking cities’ talent policy at home and abroad,and provides reference for the current development of talents in shrinking cities.In the fifth chapter,the paper puts forward some suggestions to optimize the talent policy of shrinking cities in order to promote the development of shrinking cities.This paper points out that there are four problems in the current talent policy of shrinking cities.First,the structure of policy tools is unbalanced,which includes that there is an overflow of circumstantial-type policy tools,the moderation of supply-type policy tools where concrete measures are unevenly distributed,and the serious shortage of demand-type policy tools.Second,there is a lack of overall coordination among the policy levels,which shows that the focus of talent policy is on the meso level and micro level,while the macro level is relatively less.At the macro level,it lacks the framework of talent policy system;at the meso level,it neglects to provide a development platform for talents and lacks the systematic deployment of talents;at the micro level,it lacks the non-material elements to motivate talents.Third,the policy objectives can not adapt to city shrinking and the talent policy can not well deal with the problems caused by city shrinking.Fourth,talent policy measures are single,focusing on management and ignoring service.In view of the problems of H City’s talent policy system,the paper thinks that the main reasons are the lack of economic security resources,the contradiction between city shrinking and policy implementation,the lack of characteristics in the content of talent policy and the backward thinking and management mode of city management.Based on the experience of shrinking city transformation at home and abroad,this paper points out that in order to effectively cope with city shrinking and promote the sound development of relevant cities,we must attach great importance to the basic role of talent policy.First of all,formulate a scientific and systematic talent development strategy;Secondly,optimize the structure of talent policy tools;Thirdly,optimize the environment of talent policy;Finally,ensure the implementation of talent policy.In this way,in combination with other policies,it will produce joint forces and provide strong support for the development of shrinking cities out of the dilemma. |
