Civic education has to carry out training patriotic, informed, responsible citizens for the national. Along with the social development and the accelerating process of democratization, citizenship's demanding is becoming higher and higher , therefore, civic education has become a hot topic. The United States is one of the countries in the world that has the more developed civic education, many of its civic education methods in the practice is helpful for manycountries. Assessment of civic education is an important component of civic education, by assessing civic education can lead to the discovery of the deficiencies in civic education, then develop effective measures to promote the development of civic education. this can provide quality information resources for civic education decisions, then can develop effective measures to promote the development of civic education. How civic education develop directly impact the quality of civic education to some extent, impact the cultivation of citizens of the state, worth our attention.National Assessment of Educational Progress (NAEP)use its high quality test tools , management, and the form of grading formate a efficient evaluation system, is considered as the gold standard of educational achievement surveys. Since the 1969 National Assessment of Educational Progress (NAEP) has established, the assessment of civic education has been one of the areas of its assessment, after 40 years, it has gradually matured, and its evaluation system, evaluation process, implementation, evaluation and assessment framework for test questions has been relatively well. China's current development of civic education is still in the preliminary stage, our assessment of the effectiveness of civic education in schools is essentially through the ideological and political course examinations, lacking new assessment mechanism. Studying civic education by discussing the U.S. NAEP assessment projects, we can more fully understand the United States assessment on the development of civic education, drawing on its experience and promoting China's successful assessment of primary and secondary education in the ideological and political development.This paper consists of five parts, the first part gives a brief description of the National Assessment of Educational Progress, mainly describes the type of NAEP and the NAEP's organizational structure; The second part retrospects background and development of NAEP civic education, so we can learn more about the NAEP civic education;The third part discusses the NAEP assessment system design, describes the issues considered in the design of NAEP civic education;The fourth part describes the implementation process which was to assess the implementation of the NAEP process of civic education;It is divided into five areas: development of assessment framework, the preparation of test questions and background questions, select sample of students, data collection,analyze and report results.The fifth part summarizes the characteristics of NAEP assessment of civic education and influence.
