With the development of government reform, the concept of Smallgovernment and big society goes deep into the public. Many governments and thepublic in the world have been generally recognized that various non-profitcommunity organizations begin to assume more social responsibility. In recentyears, the Chinese youth voluntary organizations gradually become the mostactive, largest and most influential groups. University student voluntaryorganizations as a main body of youth voluntary organizations have developedrapidly, it has played a significant role in promoting social harmony andimproving social civilization. However, some drawbacks of system and planeconomic lead to delay the research of voluntary organizations and lack practicalexperience, so the management problems about these appear slowly and restricttheir development. Therefore, it has a certain theoretical significance andpractical significance. This paper learns from theoretical research results andpractical experience to build its own distinctive pattern of the management ofvoluntary organizations, have a in-depth study on the current managementproblems of voluntary organizations and provide useful practical suggestions.This paper states from the situation of the volunteer management in HIT,and analyzes the management model of volunteer organization. Firstly, it putsinternational and national research status of volunteer organization in order,reviews and summarizes the views and theoretical thinking of scholars to gatherthe most cutting-edge research; Secondly, the basic concepts and theories relatedto the management of volunteer organization are explored in depth, which laidthe basis of theoretical analysis in the research; Thirdly, it does the research andanalysis about domestic volunteer organization management, especially thesituation of Harbin, and compare the characteristics of volunteer organizations inand out. For the further discussion of the core issues, this paper selects twodifferent types of HIT organizations to carry out a case analysis, and obtains thefirst-hand information on the questionnaire through interviews. The situation ofvolunteer management is described out, and it analysis the issues in three aspects,including the external environment, management and organization the volunteer's own. Finally, it proposes to build a volunteer organization management with thecharacteristics of the university system: optimized HIT volunteer organizationssupport system, strengthen self-construction of HIT volunteer organizations,improve the operational mechanism of HIT volunteer organizations, enhanceself-management mode of operation for HIT volunteers.
