"Internet and education decide the future", education as social practice for specialized training talents always feel breath of the epoch. The rapid information technology not only brings major changes in education form and learning style, but more important influences on education thought, concept, mode, content and method profoundly. Reflect on teacher professional development is a new way of forming namely teacher online professional development.Teacher online professional development refers to the activities which in-service teachers enhance their own professional quality effectively though online way. Teacher online professional development is able to help the generation of teachers'education wisdom, stimulate teachers'reflection on practice, improve teachers'occupational tiredness, and finally make online learning and professional improvement become teachers'daily self-motive practice. So as to realize the personalization, day-to-day and daily life of teacher online professional development. Existing research including domestic and foreign research achievements hasn't specific research a certain level of problem about teacher online professional development. This study aims at existing problems of the junior high school teachers'online professional development in system and in-depth research.This research firstly discusses and analyzes the concepts and theories refer to the junior high school teachers online professional development, then based on the sample of 240 course teachers of three junior high school in city of Shuozhou, Shanxi province, using questionnaire and interview methods have accomplished a systematic research for the junior high school teachers online professional development. Studies have found that the current junior high school teachers online professional development exists following questions, such as fewer people, less time, single way, single form, single content and unobvious effect. This paper deeply discusses the root of the problem for the current junior high school teachers online professional development from four perspectives which are concept, system, material and behavior. Furthermore according to these four perspectives, this paper has put forward corresponding propulsion strategy.
