In order to enrich the theory of prefectural region,promote the implementation of strategy of talent powerful nation, and explore a suitableroad for the talent training and introduction of the region's economic and socialdevelopment.Since reforming, the economic society of underdeveloped counties have been a greatdevelopment, the talent jobs also have been obtained apparent effect, the proportion of allkinds of talent in the county's total has been risen apparently and played more and moreimportant role in all walks of life. But after researching, the talent's quantity, quality,structure and other aspects still exist a series of problems, and can not meet the growingeconomic and social needs, talent market is not mature in underdeveloped areas, theenvironment of absorbing force is weak, the talent mechanism is not perfect, all of theseneeds further integration and promotion. How to develop the science of county of talentdevelopment strategy, increase talent resource development, utilization, and introductionstrength so as to promote the development of economic society better, faster, has become avery important topic.This article is taking Chicheng in Hebei province as an example to analyze and sumup the existing problems in talent work of the country, and finds out the reasons, makesdevelopment target, formulates the development steps, through the establishment ofscientific view of talents, innovation system, mechanism, implement the strategy " talentstrong county", not only to promote sound and rapid economic and social development,but to promote the healthy, all-round development at the same time, realizes the development of human beings and the organic unity of social progress.
