The "14th Five-Year Plan" is a key period to comprehensively promote the high-quality development of Chinese economy.As the pillar of national economy,state-owned enterprises,how to give full play to the driving value of high-quality development of talents and realize the leading and supporting role of talents in the strategic development of enterprises is the core and key of the "14th Five-Year Plan" talent planning.In recent years,Taiyuan has vigorously implemented the strategy of strengthening the city with talents,stimulated the entrepreneurial vitality of talent officers,built an open and efficient system and mechanism,and attracted talents from all sides.Through the formulation of precise policies,innovation of talent introduction methods,highlighting flexible talent introduction and other ways to improve the talent introduction mechanism,effectively promote talent strengthening enterprises,and provide a strong talent guarantee for the development and growth of enterprises.In this context,the construction of scientific enterprise talent cultivation strategy in Z state-owned enterprises is helpful to add new talent power engine,to help the upgrading of traditional industries and the cultivation and growth of emerging industries,and to realize the innovation and transformation development of enterprises.Through literature research method,questionnaire method,field interview method,case analysis method and other research methods,the concept and policy of talent,talent introduction and cultivation of domestic and foreign literature theory,and the status quo of talent cultivation in Z state-owned enterprises were sorted out.Based on human capital theory,two-factor theory,expectation theory and talent development policy of Taiyuan City,combined with Z state-owned enterprises in the work of talent introduction propaganda is not in place,talent introduction is insufficient,talent cultivation mechanism is not perfect,talent development space gap and other problems,The reasons are analyzed comprehensively and in detail from the aspects of introduction concept,introduction planning,foundation of cultivation and economic environment.Finally,it puts forward the optimization strategy of talent introduction and education in Z state-owned enterprises from five aspects: optimizing talent introduction and education design,implementing dynamic tracking management,strengthening talent incentive mechanism,consolidating talent security foundation and improving talent development environment.The innovation of this paper lies in focusing on the current situation of talent cultivation in Z state-owned enterprises and putting forward targeted optimization strategies.Through the brief introduction and analysis of Taiyuan’s talent development policy,further enrich the economic transformation over the development period of talent education related empirical and theoretical work,has universal significance and reference value.The significance of this study lies in that,in view of the prominent problems existing in the process of talent introduction and training in Z state-owned enterprises,it draws lessons from the experience of talent introduction and training in other regions and enterprises,conducts multidimensional systematic analysis,and further explores the path to adapt to the talent introduction and training in Z state-owned enterprises.So as to further enhance the leading value of Taiyuan talent development policy,improve the implementation effect of the policy,accelerate the inflow of talents,and promote high-quality economic development.
