Nowadays, the development of teaching had already been the goal of our educational revolution and the tendency future of teaching all over the world. Whether a teacher who worked in rural area, as they had been the major group in primary and junior high school in our country, was qualified for his work, directly affected our fundamental education and civilization. Hence, paying attention to their professional quality, to do on-the-spot investigation, understanding the needs and current situation of them, pursuing a better way to develop their specialization, improving the expertise ability, all this mentioned means a lot to the fundamental education in contryside and even the whole country's education.According to the past reference, scholars preferred to do the analysis of teacher's expertise from the social angle rather than the cultural angel. However, it limited our understanding about the teachers'professional development. Our research depended on the international teachers'professional development, based on the international reference, via the method of narrative researching, interviewing, theoretical studding and theoretical studding. We regard Zhangqiu Chajiu elementary school in Shandong province as a case to illustrate the association between the social culture and the development of moral teachers'expertise in rural primary school. Depending on the methods of interviewing, we find out that social culture is good for moral teachers'expertise in rural primary school, free their developing method, improve their personal values, sublime their spiritual life, broaden their horizons. We also find out that social culture involves a negative effect. It simplified rational mind and caused them ignored the real values in matters. The social culture corrupts personal values, because the moderate matters are easy to take and good at please people, therefore the major awareness gradually becoming margin. The social culture is a consuming culture which impressive people and directs our consuming view, weaken the moral culture. This paper studies by the characters of countryside elementary teacher development. It considers that the characteristics of society, school and teachers' themselves that how to promote the teacher professional development. On social, we should formulate conducive education policy to promote teacher professional development. On the school, we can discuss from the school physical culture, system culture, behavior culture and spirit of culture to promote teachers' professional development. On teachers' themselves, they should accept and using the mass culture inwardly; At the same time, they could develop by reading, writing and exchange their ideas.
