Preschool education is elementary education of China, of which an important part the preschool teachers is to promote the development of preschool education, their teaching effect is directly related to it. Teachers' teaching effect is influenced by the subjective factors and objective factors, teachers' education belief as one of important factors will influence the teaching effects. Education is a kind of activity based on belief, what beliefs a teacher hold have directing influence to the teaching activities, including designing methods and content, teaching strategy, teaching methods and means and so on.FCL as a character education mode is founded by Professor Langness,T., an American educator in 1990s which stresses the core character and integrates children's study and life, paying attention to the children's character and responsibility consciousness of human to give children study direction and motivation. FCL is increasingly concerned by all countries educators for its promoting effects for children's harmonious development. The concept of FCL was introduced to China in 2004, a part of the kindergartens of Hangzhou were trying to imply it to character curriculum develop to practice in Zhejiang province in 2006.In view of the importance of teachers' beliefs, the paper tries to learn about the current situations of practicing FCL and preschool teachers'related beliefs on it through interviews to two preschool teachers who practicing FCL in A kindergarten in Hangzhou city to provide the reference for FCL curriculum develop and kindergarten teachers training. Through the methods of references analysis, interviews, physical objects analysis, the paper studied and learnt about the current situations, construction processes and the influence factors of the preschool teachers' beliefs. Conclusions are as follows:(a) Preschool teachers have a clear idea about concept, education themes and principles, common strategies, evaluation methods of implementation effect of FCL(b) Preschool teachers'education beliefs of FCL experienced three main stages: preliminary imitation after education mode of FCL contacted, rebuilding and adjusting the FCL according to the kindergarten's actual situation, the formation of clear education ideas and action mode of FCL(c) There are two main factors that affect preschool teachers'construction about education beliefs of FCL. One is internal factor of teachers, another is external factor. The internal one is teachers' growing experience, cognition and understanding level of mode of FCL, teachers' introspection consciousness and ability; The external one is the expert guidance and support from kindergarten, mature character theme teaching scheme and rich curriculum resources, strong character education atmosphere, the daily collective discussion after character teaching activitiesThen the author is trying to provide some suggestions to foster and promote the character education beliefs for preschool teachers:(a) Negotiating and communicating between the experts and the preschool teachers to plan the education activities systematically(b) Providing more effective character education concept training to enhance the understanding level and reflection consciousness of preschool teachers(c) Constructing systematic evaluation indexes to get the modifications of preschool teachers' beliefs and practices...
