With the development of market economy and the deepening reform of university, university financial budget management becomes an important task of financial management.. The level of financial budget management not only has a direct impact on the finance situation of university, but also affects the achievement of long-term goals and sustainable development of university.In the new era, the financial revenue and expenditure type of Chinese universities changes from a single income and expenditure patterns into a diversified, multi-channel college financial revenue and expenditure patterns. Although universities have a larger increases in income, but with the expansion of university education, the improvement of educational level, universities need more and more money. because many of our college's financial budget management system is imperfect and the efficiency of fund use is very low. The current shortage of funds has become a bottleneck restricting of the universities development. Therefore, it urgently requires all colleges and universities to strengthen budget management, improve fund use efficiency, so as to improving the university competition ability and comprehensive ability in the fierce market situation school,and promoting comprehensive and sustainable development of universities.According to the basical theories of university budget management, and this article analysis the successful experience of finance budget management of the developed countries and region universities,and tries to put forward a index system about performance evaluation of S university budget university and some improvements are given for S University's financial budget management.This article is a pilot study to budget management for S university.It provides new insights into improving the budget management level of S university and other universities.
