By absorbing and inheriting the previous achievement about the balanced development of compulsory education, the article has a deep analysis of its essence, extension and value tropism. Based on this the author puts forward a new and scientific theory about the balanced development of compulsory education. China is a big country which has a lot of different nationalities. So we should not only focus on Han nationality area, but also the other nationalities. Through spot check to a Tibetan county----- Tongren County, Qinghai Province, the author summarizes the factors embarrassing the balanced development of compulsory education. Besides, by comparative study and factual investigation the author tries to establish the standard system of the balanced development of compulsory education in a Tibetan county area and put up some scientific conception and practice pattern so as to offer some theoretical guidance and experimental paradigm for the balanced development of compulsory education in a Tibetan area.The balanced development of compulsory education in a county area means the county government must set up the idea of the balanced development, adjust the strategy of the development of compulsory education according to the factual condition, realize the balanced development of compulsory education between the county and the city, make sure the balanced development of compulsory education in the same area and insure different people coula have equal rights and conditions in receiving education. The basic representation of it is that the schools in the county and city should develop according to the unified standard on the aspects of outlay devotion, schoolhouse building, establishment equipment and teachers arrangement so as to realize the standardization of school building, the equilibrium of teachers arrangement and the high quality of education development. To Tibetan county area, the balanced development of compulsory education should also reflect the balanced investment in education compared with the eastern developed areas. By analyzing the basic theory of the concept of national education equality, and reviewing and outlooking the fairness of our national education policy. The problems of the balanced development of compulsory education are described from the theoretical and policy levels of our nation. Through factual investigation and theoretical analysis to the development of compulsory education in Tongren County of Qinghai Province, some factors limiting the development of compulsory education are summarized. And these problems are analyzed and discussed. Some relevant countermeasures and strategies are suggested at last.
