On Heisei 21 years (2009) April 21, Japanese Ministry of Education took a survey for the country's compulsory education once again. China and Japan are neighbors located in the East Asian cultural circle. There are a lot of similarities in the curriculum reform, curriculum standards. Thus understanding and mastering the testing process and results of Japanese junior school can make the practical teaching of mathematics in Chinese primary schools more understood.This paper translates the test questions of Japanese junior high school math in Heisei 21-year firstly. Then according to the standard test answers which Japan constitutes and the collation of data and statistics of Chinese testing one, it compares the results and analysis of the tow coutry's test. By the comparison and analysis the auther tries to find how to improve the teaching practice of mathematics education in primary schools. The paper comprehensively uses the research method of philology, investigation, interviews, and comparision.The results show that the mathematical aptitude of the tested Chinese students is higher than the average level of Japanese students. In basic aptitude test, the tested Chinese students is worse than Japanese students in the "quantity and measurement" field; and in the test of flexible using of capacity, from the academic evaluation perspect of'Performance and Handling number graphics', the tested Chinese students is worse than Japan students.At last it comes to the recommendations: it should be paied attention to the student interest so that their desire to learning could be aquired; it should contact with life closely, which makes the students have a sense of number; it should focus on the application which enhances the students ability to practice; it should develop the reading habits which improves reading ability of Mathematics; it should take emphasis on curriculum for ensuring the quality and quantity of activity classes; finally it should go through of the surface the knowledge, and focus on the accumulation of mathematical ideas and methods.
