There are many kinds of variables to impact the fairness of the process of education, such as: differences in educational starting point, teachers, teaching concepts, the allocation of teaching's resources, differences between urban and rural culture. One difference between the starting points of education is an important fair of the educational process variables. The main starting point in the education of students is by family education, students from different cultural capital and economic capital of households, especially in cities with large floating population, schools, students'families in the layered structure. Children of each family are subject to the influence of the unique culture of their families, in language, intelligence, personality and outlook on life so different. Students are decided before the difference in the level of the teaching process in the education of teachers is not in accordance with a standard that requires its students. To "fair" to treat every student, not "equal" treatment.How to treat each student with a fair way, it is a important issue that the vast number of should face. Bernstein thinks that the language code of the educational process is fair and important variables. The formation of families of different backgrounds, two different language codes, namely: limited language encoding and sophisticated language code. Limited by specific language code for the background limits the scope of application of narrow and precise language is not context-specific constraints, applied more widely. Schools using a precise language code, while schools take the students to change or develop language habits of the task, then students with different language codes in schools would be the impact of language requirements may be different educational opportunities and benefits. Based on this, I think the formation of the two factors of language code, and language teaching, textbooks, and questions the language used in coding situation analysis, analysis of information structure in three different languages and encoding used in studies on the impact of students, and find possible solutions. During the study, the author think in terms of the following: first, through the cultural capital and economic capital of students in language formation and development impact studies and then to the process of maturation, I think we should focus on in primary school language skills of students training. Second, through the precise language of the advantages and disadvantages and limitations of language, I think we should definitely limited language teaching and the role of daily communication. Third, through the textbook, questions of the survey analysis, I believe that the language of textbooks and papers in the code is too precise, resulting in a limitation of language by students in the examination of the language code does not achieve good results. Fourth, I believe that teachers should create a good environment for student exchanges. Promote the exchange of students influence each other in speech, language code to help the students hold limited learning faster Precision Code. Fifth, the gap between urban and rural environment and resources, was unable to close the gap and a short time, so I think we should change the country by improving the teaching of teachers to the status quo.
