Competitive swimming has plenty of gold medals in the Olympic Games, Asian Games, National Games and Provincial Games. Its position and role is very important in the Competitive sports of China. In recent years, the technological level of China competitive Swimming has been developing and improving continuously. And Chinese swimmers have obtained excellent achievement in all kinds of worldwide games. But the elite swimmers also have foul phenomenon in the worldwide games; it is the direct negative to the athletes and coaches, it is difficult to develop an excellent player that should a lot of manpower, material and financial resources. However, as the neglect of the rules led to the foul is extremely regrettable.In order to maintain this advantage, not only efforts from the theoretical and physical aspects of swimming training, and the technique standardized training of children swimmers should be strengthen. The bad habits of swimming action is formed with the rules and practicing norms technical are ignored in the long-term training. Therefore, the technical fouls are taken place when players take part in the games. And the technological level of juvenile and children players should be impacted. Furthermore, the development of them will be affected in the end. So, it is very important of technical training in children swimmer.This paper uses the methods of literature, interview, questionnaire and statistics to analyses the foul situation of children swimmer in Harbin and finds its influencing factors. Though questionnaire survey and interviews of children swimmer and their coaches in Harbin, find out the main reasons of foul and the neglect part in training, and it proposes the suggestions of the problems, thereby strengthen the children and their coaches pay more attention on the swimming rules and specification technical movements, improve the athlete's competition results, laying good foundation for them become an excellent swimmer.We get the following conclusions through the researches:1. The technical fouls rate of Harbin juvenile swimmer is nearly a quarter; the foulest type is medley swimming; followed by the breaststroke and backstroke, the foul of butterfly and freestyle is small, relay foul at least.2. The turned up foul is the most technical foul of Harbin juvenile swimmer,followed by the start and midway technology, the least foul is the end technical, the diffculd of technical is one of the main factors of foul.3. The foul rate is declined with the age grouth of different age swimmers, the foul rate of different gender is differences, men more than women, and the physical and mental development is the main reason for the foul.4. The emphasis of coaches and athletes on foul influence the foul rate, grasp rules is imperfect of swimmer, unreasonable proportion of coaches and athletes, rules explain and guidelines less is the main factors lead foul rate high.5.
