Local culture is an important part of Chinese five thousand years culture. Even today, the vast majority of the population of China also settle in the countryside, Chinese rural character has not changed, it is still a rural society.However, as the process of modernization, driven by economic interests, the local culture is more and more ignored, even the youth born in the rural village are intentionally or unintentionally deviating from their "local nature". If Villages had not their own culture, which would mean the disintegration of villages. Culture is transmitted through education, and the process of education is the process of cultural transmission actually. This paper takes Chinese society changes as the perspective and takes the development of common village primary school as the main line which located at Haiyang—a common (County) City Shandong province. This study is committed to describing development situation of a village primary school in the background of society. At the same time, it also rethinks the long-term popular policy, assumptions and views about the development of rural education, reflecting the development status of the rural education truly, to cause more concern and reflection.Based on the reality of China and the country, the article proposes that developing the rural education is not making rural students break away from villages to sit with the urban school students in the same classroom, but train the self-confidence and feeling of belonging of the students for the rural cultural combined with the rural culture background.
