In recent years, the issue of income distribution becomes increasingly fierce, which is embodied by the huge gap of income and public service among regions, urban and rural areas and even social groups. Under this background, the scale and proportion have expanded over years, without solving the income distribution issue. When analyzing the benefit incident of government spending, the answer "who benefits from the public spending" is particularly significant.In order to achieve this goal, the study introduces benefit incident analysis method (BIA) to analyze the education transfer payment. Limited by the data's structure, this paper only analyzes the regional and individual benefit incidence of Zhejiang province with comprehensive literature analysis, benefit incident analysis method, coefficient analysis and formula-based analysis. Furthermore, the paper provides advice on reconstructing the transfer payment and promoting local government transformation based on analysis of institutional factors.My conclusion is that education transfer payment of Zhejiang province shows regional justice, which is weakened by fiscal spending model of the local governments. What's more, the differential spending models result in wholly different patterns of benefit incidence. Among the factors, the "rent-seeking" activities, the crowded-out effect and little effort of local government are the significant ones. So we must strengthen supervision over budget and implementation, increase proportion of special payment which is meaningful for reference.With full consideration, the paper uses the BIA method to study benefit incidence of transfer payments. After that, we set the criterions of fairness, justice, progression which is the basis of the following judgment. At the same time, we set the design's institutional background with analyzing the characters and limits.In the third part, there is the econometric analysis of coefficients, average and margin benefit incidence. We find that the transfer payment system has strong fairness which has some redistributive tendency to the low incoming regions. Even in the increment transfer payment, there is the same tendency based on margin benefit incidence. But the degree of just tendency decreases when it comes to the overall trend analysis.In the fourth part, the paper analyzes the factor of county education spending. We get the margin effect of transfer payments through multi-factor regression. Based on the effect, we proceed fair judgments of following transfer incidence to individual benefit incidence. The result is that final effect of transfer payment is weakened and the just distribution pattern is distorted.Finally, combing the econometric result and abundant literatures, we deeply analyze the institutional factors which are the "rent-seeking" activities, the crowded-out effect and little effort of local government, and need to use formula-based transfer payment in order to solve the unfair situation.
