Jilin Province To Enhance The Quality Of The Population's Countermeasures

Population issues,especially population quality is the most important factor of social and economic development. Pupulation quality is the comprehensive embodiment of people's physical quality, cultural qualtiy levels and ideological and moral standards. The improvement of population quality lies in the course that general labour converts to human capital, and it turns into the important factor of sustained economic growth. Practice proves that , in the 21 century, we are faced with many opportunities and challenges. What is more, the competition of development depends on the competition of human capital in the final analysis. At present, our country attains some success in the aspect of population quanltity control and improvement of population quality. But, because of the astriction of social, economic and concept condition, we also have many prombles and challenges in population. We have a large population, and that is the fundamental realities of our country. It is still the prominent contradiction that restricts economic growth. Population quanltity control and population quality improvement will be our long-term task. This paper will take JiLin province as case study, and analyse its population quantity and quality by comparing with JiangSu province and the whole contury. On that basis, it will bring out the solutions to improve the existing problems based on confucianism perspective.
