A Study On The Application Effect Of Cost Management System Of Research Project In American Universities Funded By Government

American science and technology development has a leading position in the world, it has a certain relationship with the American universities' excellent scientific research ability.The federal government comprehensive intervention and the reasonable policies that the government made affect the American university's scientific research level. The federal government made full use of first-class university research facilities and researchers, to aid the scientific research of university and issued a lot of laws and regulations actively to guide the university research development direction,and give full play to the advantages of university in scientific research.This paper analyzes the the federal government funding to the university research after the revised A-21 notice in 2004, and also settles the federal government's supervision and the proceeds to the university research.I established the research direction mainly on the analysis basis of every governments fundings to university research. And do the theoretical analysis on the scientific research cost management system and the reason of cost system implementing. On these basics I established three research three indexes about the federal government funding to the university research.And especially validate the application with vast quantities of data, then summarizes the positive effect of the conclusion. At last, it analyzes the theory of the characteristic and the reason, briefly analyzes of the present situation of China's scientific research cost management and the necessity, puts forward the corresponding policies.And expect providing useful experience and reference to our country's scientific research system cost development.
