With the development of diversified economies, the private-funded higher education industry is growing gradually. There are more and more private-funded universities and colleges with larger and larger scale, which has not only made up for the weaknesses of public-funded ones in their number, structure, category and geographic distribution, but also fulfilled the demands in economic development for multiple-discipline, multiple-profile, and multiple-level talents. Though the private-funded universities and colleges exceed the public-funded ones in their operation scale, rational utilization of funds and development speed, they fall far behind the public-funded ones with regard to teaching facilities, scientific research capacities, teaching quality and operation levels owing to their operation systems and other factors. Because more and more universities and colleges with more diversified disciplines have been set up in more and more areas, there has been fiercer and fiercer competition for enrollment sources. Thus some private-funded universities and colleges tend to attach more importance to the number of students and their fame promotion than to the quality of students and the improvement of their overall strength. At the same time, the public-funded universities and colleges have been increasing their scale of enrollment year by year and more and more foreign education institutions have entered into the Chinese market, so there has been greater and greater pressure on the survival of the private-funded ones, and the competition among themselves has been more and more intense.In the information ages, the teaching and research facilities, funds, human resource as well as information resource are essential for the survival of private-funded universities and colleges. It is clear that any of the above-mentioned resources must be controlled and manipulated by human, thus human resource is the most dynamic and creative production factor. As a special resource, human is a key factor and of great strategic importance in development thanks to its subjective initiatives and explosiveness. Theodore Schultz, the founder of the theory on human capital, believes that human resource is the factor facilitating social progress, and half of the net added value of gross national products comes from the effect of human resource. In a rapidly developing social economy, the human resource management has become the decisive core factor in the survival, development and growth of private-funded universities and colleges.Human resource management is a sort of scientific and systematic work, which is based on economics and the idea of putting people first, and adopts modern scientific methods to employ, train and deploy human resource to realize a rational combination of human resource and material resources, achieve a best allocation of resources and yield a best output. In the meantime, human resource management also puts appropriate guidance and control on human ideas and actions to fully exert the subjective initiatives, realize the targets of organization, fulfill the demands of the organization’s current and future development, and maximize the development of the organization members.How to improve capabilities of survival and the competitiveness has been an urgent issue in the development of private-funded universities and colleges. In order to survive and develop in fierce competition, it is essential for private-funded universities and colleges to improve teaching quality through self-reform, fulfill the demands of social and economic development and foster high-quality human resource. To put priority on human resource, rationally utilize and manage human resource and realize the human value by optimizing human resource management mechanisms is a major approach to improve the competitiveness and the capabilities of survival for private-funded universities and colleges. In developing private-funded higher education, priority should be placed on intensive development by improving the management levels and increasing the special characteristics in operation rather than on diffusive development by enlarging number and scale. In other words, the human resource management patterns should be further improved based on the current material resources to yield maximized output. At present, the private-funded universities and college are exploring the ways in transferring from the traditional personnel management system to a modern human resource management system, so as to establish a human resource management pattern focused on the overall development strategies of private-funded higher education. Reform is the driving force of innovation. The reform of human resource management pattern for private-funded universities and colleges is absolutely unavoidable. That reform can be completed as a project due to its uniqueness and timing limitedness. The ideas and methods of project management should be fully exerted to make sure that the reform of human resource management pattern is pragmatic and effective. Analysis and research should be conducted to set up goals oriented to the long-term development of private-funded universities and colleges. In carrying out all the related work, the talent strategy should be the core, to improve the performance efficiency of the team and individuals should be the primary task, to improve the overall competitiveness of every student should be the ultimate goal and to realize the maximized economic and social benefit should be the center.
