The Research On Graduate Financial Assistance Of The U.S.Federal Government

American graduate education profoundly relates to the U.S. federal government’s graduate financial assistance policies. They promote and influence each other. The U.S. federal government strengthens the contribution of American graduate education through some financial assistance policies. Meanwhile American graduate education develops rapidly with the U.S. Federal Government’s financial assistance. American graduate education has gone through four stages of germination, development, stagnation and recovery under the main line of U.S. political and economic development, in the process of which the federal government has formed a special graduate student financial assistance system. The Federal Government has become the main source of funding for graduates. The federal funding system includes research assistant fellowships, scholarships, internships, teaching assistant scholarships and student loans etc. And all federal agencies have a clear division on funding graduates. According to analysis the study presents the following characteristics of the U.S. federal government’s graduate financial assistance:the funding mechanism focuses on research assistantships. the federal agencies fund graduates with clear division, the U.S. federal government focuses on funding science graduates and attaches importance to basic research funding. These characteristics are closely associated with the Federal Government’s policies such as scientific research etc.Currently there are two kinds of graduate education mechanism, the old and the new one in China, the biggest difference between which is whether they charge tuitions. Though drawing the United States’experience in funding graduates to reform graduate education mechanism, there still exists some problems. So the article under the features of the U.S. Federal Government’s funding graduates and the practice of federal agencies" funding to graduates puts forward four measures:take research assistantships as the key of graduate funding mechanism, government agencies work with a clear division on funding graduates, strengthen the funding of science graduates, the government makes policies to attract enterprises to fund graduates.
