Research On Countermeasures Of Making College Graduates Of The "Three Supports And One Assistance" Program Play A Role In Building New Socialist Countryside In Quanzhou City

The communist party of China at The Fifth Plenary Session of the Sixteenth CPC Central Committee proposed the major historic task of building a new socialist countryside. This is another major strategic decisions of our Party. Implementing the"three supports and one assistance"program is a specific action to encourage and guide the Grassroots-oriented employment of college graduates. Not only benenfit to the building of new socialist countryside rich in technology and human resources, taking advanced science and technology and culture, modern life style and advanced ideas to the rural areas, to accelerate the development of rural productivity,but also can use the external relations of college graduates, guide talent, technology, information, funding, projects, and cultural flows to rural areas, from multi-level to promote the construction of new socialist countryside. Therefore, it has an important significance to establish an effective employment guidance mechanism to guide college graduates to work at the grassroots level, highlighting their strengths and play an active role in grassroots work, which is significant in building new socialist countryside and a harmonious socialist society.However, there are still some obstacles and difficulties in encouraging the college graduates to play a role in grass-roots work process, What impact the"three supports and one assistance"college graduates'function , how to break these constraints, so that the role of"three supports and one assistance" college graduates can get effective play. Therefore, This paper studies the main ideas around"the degree of Quanzhou'three supports and one assistance'college graduates'function ,the main factor which affect their function to play, and to further play the role of college graduates related countermeasures"and other issues. Through the Quanzhou"three supports and one assistance"college graduates function countermeasures study, it will provide a reference for the implementation of the"three supports and one assistance"plan in other municipalities and districts.This study mainly use literature study, questionnaire survey method, statistical analysis, comparative analysis, system analysis, summary induction methods and other methods. Firstly, the study introduces the significance and the basic development situation of the college graduates'"three supports and one assistance"plan in the state, Fujian Province and Quanzhou; Secondly, based on the research of the status quo of the college graduates who take part in the"three supports and one assistance" program of Quanzhou, this study analyzes the internal and external factors, which affect their role. Finally, according to the relationship between the current Quanzhou"three supports and one assistance"play the role of college graduates with government, universities and primary employer, pointing out how to maximize their role in the ways and means, and to propose appropriate countermeasures.The results show that:Implementation of college graduates"three supports and one assistance"program helps to promote the building of new socialist countryside, helps to broaden the employment channels, help graduates young talents, helps to promote the construction of the socialist harmonious society.The factors that influence the Quanzhou"three supports and one assistance"college graduates to play the role including: macro environment, grass-roots unit of choose and employ persons, system mechanism and some other external factors ,at the same time ,it also relate to the graduates'awareness of the"three supports and one assistance"plan, satisfaction of work environment, employment concept and some other internal factors.The countermeasures that make Quanzhou"three supports and one assistance"college graduates come into play ,it include: focus on college professional setting and graduates'career guidance; establish working mechanism for college graduates of the"three supports and one assistance"program; graduates need to arm themselves and enhance their employability; improve the system of promoting college graduates to take part in the"three supports and one assistance"program; Etc.
