"Three supports and one assistance "plan is the national important strategy topromote the university students’ employment, it began in2006,for a period of fiveyears. In the first round, there were more than ten thousand students taking part in theplan, and it did well so far. We come to the second round now.In the history of ourcountry, we have some similar activities to help countries as the"Three supports andone assistance "plan. Since the Republic of China, the exploration and practice ofrural branch according to the change of the time and the stage characteristics can bedivided into three stages, the first stage is from the period of the Republic of China tothe founding of new China, the second stage is from the founding of new China toReform and opening-up, from then on is the third stage.According to the time, themain representative characters and events contains: Youth Village during the periodof the republic of China, Youth Council,"Four education" about ‘fool, poor, weak,private’ by Yan Yangchu, the construction of Zouping Village by Liang Shuming,"educated youth to the countryside" during the Cultural Revolution,"A programunder which officials, doctors, scientist and college students go to the countryside tospread scientific and literacy knowledge and offer medical service to farmers" in thenew period, the village government official from the university and "Three supportsand one assistance "plan and so on.Although we have made great achievements, thereare many disadvantages. For example, the governments’ service is less optimized, thereform about college education rags behind and there are individual studentsemployment problems, such as such as government policy formulation is notscientific, public service consciousness is not strong enough, the public servicefunction is not clear, college professional setting is not reasonable, focus on quantityinstead of the quality of the students, and college students’ employment idea isobsolete, weak skills, psychological quality, etc., those strategies can solve theproblems above, so we should put "Three supports and one assistance "into effect.We can carry on the construction mainly from three aspects: the government, college,the person himself.The government is supposed to take the concept ofservice-oriented government to promote the "Three supports and one assistance". First, we ought to strengthen the government responsibility. Second, thedecision-making ought to be more scientific in order to make the policy process moreeffective. Third, we ought to improve the support system, ensure that people whotook part in the plan have tried his best. Fourth, clarify the functions of thegovernment, plot the task properly. Fifth, we ought to expand the social publicopinion guide, in order to create comfortable atmosphere.The universities had betteraccelerate the reform of the education and teaching, keep in step with "Three supportsand one assistance" plan. That means we should optimize the personnel trainingmechanism, improve career guidance mechanism for the college students and weneed to strengthen service at the grassroots level of incentives; College studentsshould understand "Three supports and one assistance" plan from the three aspects ofindividual, school and social. First, we must set up employment growth mechanism.Second, we must improve quality cultivation mechanism. At the same time, thegovernment, universities and the society must work together to build "Three supportsand one assistance" plan with long-term mechanism.
