Research On The Improvement Of The "Three Supports And One Assistance" Program In Gansu Province

Employment is the basis of people's livelihood.College graduates are valuable national talent resources.The employment of college graduates entrusts the hopes of countless families and directly affects the harmonious and stable society.In recent years,with the continuous expansion of colleges and universities in China,the number of college graduates has gradually increased and the employment situation of college graduates is becoming increasingly severe.The employment problem of college graduates has gradually become an important issue of concern for parents,society and government.How to better promote the employment of college graduates has become the primary task of employment in our country.Under this background,the China Office and the State Council issued special documents in 2005 to plan the basic policies and general ideas for college graduates to be employed and work at the grassroots level,and proposed that the grassroots should be an important platform for the employment and growth of college graduates.For more than a decade,all localities and departments have conscientiously implemented the central government's arrangements for guiding college graduates to work,continuously enriched and improved various policies and measures,and promoted the implementation of a variety of college graduates' grassroots service projects.The implementation of these projects has effectively promoted the overall quality of grassroots cadre personnel,promoted the economic and social development at the grassroots level,and consolidated the party's governing foundation to achieve remarkable results.However,there are still problems such as insufficient work motivation,unsmooth rising channels,insufficient role of development,limited space for development,and inadequate service guarantees to guide college graduates to work at the grassroots level.Gansu Province actively responds to national policies and has organized various college graduates' basic employment programs,guided more than 170,000 college graduates to grassroots employment and services in the past ten years.This article takes the “three supports and one assistance” plan carried out in Gansu Province as the research object,adopts literature research,case studies,questionnaire surveys,and interviews,and evaluates its implementation effects under the “strategic triangle” theoretical model.First,the paper introduced the background of the country's guiding colleges graduates to the grassroots employment,and combed the domestic and foreign policies concerning the guidance of college graduates to the grassroots employment,and proposed research ideas.Then,the relevant important concepts are defined,the theoretical content of the “strategic triangle” is elaborated,and propose how to use the theoretical model as a framework to analyze the implementation effect of the “three supports and one assistance” plan.Then it introduced the implementation of the plan in Gansu Province,and took Gansu Province's plan as a case,evaluated the effect of the implementation,found out the problems,and analyzed the reasons,based on the results of questionnaire surveys and interviews,respectively,from the “value circle”,“ability circle” and “support circle”.Finally,we learned from the policies and typical experiences of better provinces and cities which the plan implement well,and proposed targeted countermeasures from the three circles respectively,based on the emerging issues and the “strategic triangle theoretical”.
