What factors affect the choice of public goods supply models for local government preschool education? What factors influence local governments to provide more or less public goods for preschool education? Local government's more supply of pre-school education public goods or more market supply is a kind of evolving change.This article considers the difference between different local governments' supply of pre-school education public goods more or less.The result of measuring transaction costs.Taking the theoretical propositions of transaction cost theory as clues,from the degree of market competition that affects the external transaction costs of the organization,the system(preventive measures),uncertainty,and contract execution costs that affect the internal transaction costs of the organization,that is,the five costs of supervision and incentive costs Factors to discuss the impact of the size of market entities,the degree of refinement of park standards,the degree of social organization,the implementation of economic tasks,and the degree of financial strain on the choice of local government preschool education public goods supply models.The empirical test is conducted with panel data from 28 provinces in China from 2011 to 2017.The research results show that the size of market players,the implementation of economic tasks and the degree of financial constraints have a significant impact on the choice of local government preschool education supply models.The degree of refinement of the standards for the establishment of parks and the degree of social organization have not affected the choice of local government preschool education public goods supply models.The test results show that,in the process of selecting the local government preschool education public goods supply model,the larger the size of the market body,the lower the opportunity cost and opportunity risk of organizing external transactions,and the local government tends to supply less preschool education public goods;The level of refinement of garden standards does not affect the choice of public product models for pre-school education by local governments,indicating that the governance of formal contracts does not play a regulatory role,and the settingof entry thresholds for kindergartens may be formal;the degree of social organization needs further study;The better the implementation of economic tasks,the local government tends to provide less public goods for preschool education,indicating that conflicting policy goals based on political motivations increase the cost of incentives within the organization,and officials have produced public goods for non-economic preschool education in the pursuit of performance.Supply of negative incentives.The tighter the financial resources,the higher the local government's implementation of central policies,and the lower the cost of internal supervision of the organization,the more local governments tend to supply more public goods for preschool education.And accountability risk and official incentives are the underlying logic of the local government's choice of public goods supply model for preschool education.
